I don't use Windows and I don't myself use XAMPP. However I think you are doing something wrong:
You Joomla database should have a specific user other than root and that user should have a password. You can set that up with phpMyAdmin.
When you point your browser to a new subfolder of htdocs, say j5, the Joomla installation process starts by asking you to choose a language. Did you get that far? One of the forms in the sequence asks for you database credentials: localhost, username and password. I seem to recollect that the password field is required so you can't progress with the root user and no password.
Does this make sense?
